Gautier's Growth Reaches the Tax Bill Before It Reaches the Hotel

For the 2027 fiscal year, Gautier proposed raising total city millage by 2.20 mills, from 43.0 to 45.20. Mississippi Wire reported that at a September 16 budget hearing, the city manager said it was the first increase since 2019. The hotel at Legacy Park, the coffee shop, the Songwriters center and the Town Commons hotel are all still on the way. If you're comparing Gautier with Ocean Springs or other Jackson County towns this fall, one of these will show up on your escrow statement next year. The rest are dated promises, and each one runs on its own clock.

That is the useful way to read Gautier right now. The town really is growing. But the pieces arrive in a set order, and the first ones to reach a homeowner are a tax levy and a railroad crossing.

What the Levy Actually Changes

The city's published notice of a tax increase breaks the proposal into three parts:

Levy Current Proposed FY2027 Purpose stated in the notice
General 33.89 mills 34.51 mills 3.42 mills dedicated to public safety
Debt service 8.11 mills 9.69 mills Repayment of bond issues and general debt
Library 1.0 mill 1.0 mill Unchanged

The notice says the increase applies to homes, vehicle tags, utilities, business fixtures and equipment, and rental property. Mississippi Wire described the same totals in different words. It reported the increases going to public safety and debt service, with general fund and library millage unchanged. Both sources agree on the 2.20-mill total. They describe the split differently. The notice also set the public hearing for September 1, while Mississippi Wire reported on a hearing held September 16, and neither source says whether the earlier date was moved. The final adopted budget ordinance wasn't available when this was written.

The city linked the increase to 30.6% cumulative inflation since 2019, according to Mississippi Wire. Its presentation estimated the cost at roughly $22 a year in a $100,000 home example. The change for any specific house depends on how that house is assessed. The amount is modest. The direction matters more. Debt service is the part of the levy that is growing fastest, and the notice says it repays bonds and general debt. None of the reviewed sources tie that debt to Legacy Park or Town Commons, so it shouldn't be read as the price of either project.

Who Carries the Risk at Legacy Park

Legacy Park is the project most people mean when they say Gautier is growing. It sits on Mississippi 57 just north of U.S. 90 and is planned around a cardiac surgery center, medical offices, retail, restaurants and a hotel. WLOX reported in March that developers expected most construction to finish by spring 2027. The named tenants so far are a Fairfield Inn by Marriott and Just Love Coffee Cafe. Both were reported as expected, not open.

The financing is what sets it apart. Gautier approved a tax increment financing bond for the project, and Jackson County declined to join. Dr. Ediz Tasan, one of the developers, told WLOX that the county usually backs a city TIF but chose not to here because the project would compete directly with the county-owned hospital. Mayor Casey Vaughan explained to the same outlet how the city's TIF works: "Basically the developer builds it, and if they meet the criteria of the sales tax revenue generated, then we can issue TIF bonds."

So the developers pay up front, and the public money comes later, only if the project generates enough sales tax. Tasan called it "significant financial risk" on the developers' side. For a homeowner, this means the city's incentive pays out only if Legacy Park does well. It also means the timeline depends on the developers' own capital and pace. In his May update to WLOX, Vaughan described the project as "full steam ahead" but said he had no exact completion date. The reviewed sources contain no later public update.

The Town Commons Clock Runs Separately

Town Commons is the city's redevelopment of the former Singing River Mall, next to The Sound Amphitheater, and it runs on a different track. In May, Vaughan told WLOX the city had bought the building at the site's second entrance and leased space to an escape room and a real estate office, with an insurance agency and Belk also coming. He described a hotel letter of intent alongside continuing talks with other hotel developers, plus an LOI with an unnamed retail tenant. A September 2025 council agreement for a roughly 100-room hotel on the site is older than that May update. It shouldn't be treated as the final plan.

The Mississippi Songwriters Performing Arts Center and Hall of Fame is under construction at Town Commons. It missed the September 2026 Mississippi Songwriters Festival. Vaughan's most recent estimate was the end of 2026 or early 2027, "depending, as you know, on construction, weather delays." The festival still took place, finishing its 17th year in September with events listed in Ocean Springs, Gautier and Gulfport.

Here is each project and how firm its timeline is, using the latest dated source for each:

Project Latest status Most recent dated source
Legacy Park Under construction; developers estimated most work done by spring 2027; mayor gave no exact date in May WLOX, March 25 and May 17, 2026
Town Commons hotel LOI in place; talks with other developers continuing WLOX, May 17, 2026
Songwriters center Missed September festival; end of 2026 or early 2027 hoped for WLOX, May 17, 2026
SR 57 widening Ahead of schedule; completion still projected for 2027 MDOT, July 22, 2026
Gautier-Vancleave Road water plant Earlier August 2026 target; no current completion date Sun Herald, August 10, 2026
Dolphin Drive rail overpass Design, permitting and feasibility; construction funding not yet sought WLOX, August 6, 2026

The Friction You Feel Before Any of It Opens

Highway 57 is the one project on the list that is clearly moving. MDOT's July 22 update reported that the $212.6 million widening from I-10 to Vancleave was ahead of schedule, with traffic on the new southbound lanes from I-10 to just north of Humphrey Road and all 13 bridges finished. Completion is still projected for 2027.

Dolphin Drive works differently. City leaders have asked drivers to report stopped trains at the Dolphin Drive and Ladnier Road crossings, and WLOX reported in August that the city's preferred fix is an elevated bridge on Dolphin Drive. Vaughan said it is in "the design phase currently in the permitting type, feasibility stage to see how much it will cost," and the city plans to seek state and federal construction money once the design is final. Some of the delays come from a construction materials company between the two crossings that uses a side track for rock deliveries. If a daily route crosses those tracks, the crossings are part of the house, and the route's delays are worth considering at the hours it would be used.

Water is on a similar timeline. The 3-million-gallon-per-day nanofiltration plant on Gautier-Vancleave Road had been targeted for August 2026. On August 10, the Sun Herald reported that city officials couldn't give a current completion date.

Why the Market Gives You Time to Price Today's Town

Gautier-only figures for August or September 2026 weren't available from the Gulf Coast Association of REALTORS public reports. The latest data is a seven-county aggregate that includes Jackson County. In August 2026, that region recorded:

  • Median sale price of $257,275, up 2.9% year over year
  • 71 days on market, up 22.4%
  • 2,488 homes in inventory and 4.7 months of supply
  • 96.8% of list price received
  • 519 closed sales, down 10.7%

These are regional numbers, not Gautier's. They still describe the pace of a typical negotiation in the area this fall. With homes taking longer to sell, a buyer has time to check which nearby projects are open, funded or still waiting on approvals before making an offer. A listing that cites a future hotel or a finished overpass as a feature can be weighed against the dated sources above.

The housing pipeline follows the same pattern. Vaughan said plans for a 300-home subdivision along the Old Spanish Trail corridor were under review. State records show MDEQ issued construction stormwater coverage for Elliott Land Developments' Old Spanish Trail Subdivision on February 10, 2026, with the permit running through January 31, 2027. More new construction means more competing inventory. A builder's timeline will also depend on the same water and road work listed above.

A Few Questions That Come Up

Is Legacy Park being paid for with city tax money? According to the mayor's explanation to WLOX, the city issues TIF bonds only after the development produces enough sales tax revenue. The developers build first. Jackson County didn't take part.

Did the 2.20-mill increase take effect? The city's notice and the hearing figures Mississippi Wire reported both show the proposal. The final adopted ordinance wasn't in the sources reviewed for this post. The county tax collector's records will show what was levied.

When will the Dolphin Drive overpass be built? No date has been set. As of August 2026, the project was in design and feasibility, and construction money hadn't been requested yet.

Is anything at Town Commons open? In May, the city said it had leased space to an escape room and a real estate office, with an insurance agency and Belk to follow. The reviewed sources don't confirm opening dates.

Before you make an offer in Gautier, it helps to know which nearby projects have a firm date, what the new levy means for a particular house, and how the Dolphin Drive crossing behaves at the hours you'd drive it.
